Inconsistent lens help links

On the live system, the "(What is a lens?)" link in the Lenses portlet and the "(?)" link after lens items in the Content Actions portlet go two different places (the glossary and the lens help page, respectively). Since they're different links with different text, this isn't so bad, though my preference would be to reverse the two so that the little question mark goes to the brief glossary description and the big texty link goes to the main help page.

Under CAM, though, both the Content Actions dropdown and the Lenses portlet have full-text links that read "(What is a lens)". And they still go two different places. Discuss.

(In [29035]) Make "What is a lens?" links go to the same place. Fixes #9397.

Since Manpreet won't be able to respond for a while, I've decided to go with /help/lens_what as URL for both links.

Links in Content Actions (top and bottom of page) and Lenses portlet all now point to /help/lens_what
